NCC Considers New Regulatory Approach for Satellite-to-Phone Services

The Nigerian Communications Commission (NCC) is exploring a new regulatory framework for Satellite Direct-to-Device (D2D) services. This follows the release of a consultation paper aimed at guiding how satellite-to-phone connectivity will be licensed and operated in Nigeria. The review covers issues such as spectrum use, coexistence with terrestrial networks, competition, consumer protection, security, and investment incentives.

The NCC stated that this move is part of efforts to address Nigeria's connectivity and digital inclusion challenges. They noted that 87 underserved clusters, affecting about 23.37 million people, may benefit from satellite services in areas where terrestrial networks are limited. The Commission is also assessing whether existing telecom licenses are sufficient for D2D services or if a new, dedicated license framework is required.

The proposed regulatory framework is significant for Nigerians as it could improve mobile connectivity in underserved and rural areas, helping millions gain access to communication services. It also aims to protect consumers, support digital inclusion, and ensure satellite services work safely alongside existing mobile networks.
