The University of Ilorin has unveiled its youngest professor, Lukman Abdulrauf, describing him as a distinguished academic whose expertise lies at the crossroads of law, technology, and governance.

In a statement released on Tuesday through the university’s website, the institution noted that Abdulrauf is a Professor in the Department of Public Law, where his teaching and research focus on issues such as data privacy, artificial intelligence governance, digital constitutionalism, and comparative constitutional law, particularly within African legal systems.

The university highlighted his international academic engagements, stating that he serves as an Honorary Research Fellow at the University of KwaZulu-Natal School of Law and as a Research Fellow at the Institute for International and Comparative Law in Africa, based at the University of Pretoria.

Abdulrauf has also held research fellowships at Stanford University Center for Advanced Study in the Behavioral Sciences and the Stellenbosch Institute for Advanced Study, where he explored topics related to digital governance, human rights, and institutional development in emerging democracies.

His research has secured international funding, including participation as a Co-Investigator on a project funded by the National Institutes of Health, which examined the ethical, legal, and social implications of genomic data use in African health research.

The university noted that his scholarship reflects a strong interest in data governance, public-interest regulation, and the constitutional impact of digital technologies across the Global South. He also serves on the editorial board of International Data Privacy Law, a leading journal published by Oxford University Press.

According to the institution, Abdulrauf’s work has been presented at major international conferences and contributes to global discussions on data protection, AI governance, digital constitutionalism, platform accountability, and technology regulation grounded in human rights principles.

Most recently, he completed a fellowship at the Freiburg Institute for Advanced Studies at the University of Freiburg in Germany, where he conducted research on AI governance and digital constitutionalism in Africa.

Born on February 23, 1987, Abdulrauf marked his 38th birthday shortly before attaining the rank of professor, a promotion that officially took effect on October 1, 2025.
